Critics argue that financial exigency and other restructuring plans are being used by the universities not just as vehicles of rebuilding damaged institutions to financial and academic health, but as back alley sleight of hand to circumnavigate the basic rights and protections offered by academic tenure and freedom.with roundups on UNO, Xavier, SUNO, Tulane and Loyola--the enrollment numbers, the programs cut, etc.
