It is appalling. It has been known and said by others but not the Corps until now. Because of these "gaps" and "design flaws," lives, property, jobs and businesses were lost, neighborhoods shattered, a weak economy wrecked and topped off by a bad national case of blame the victim.
I don't think there's much else to say.Except that hurricane season started today.
